Prior to his international role in the Order, he was assigned in the Provincialate Community and the Basilica Minore del Santo Niño de Cebu Community since 2008. He had also been involved for a number of years in the promotion of justice and peace in the Province.

He also held the office as the chairman of the Santo Niño at 500 Committee of the Province, which leads the programs and activities of the 500th anniversary of the arrival of the image of Santo Niño in Cebu coinciding with the 500 Years of Christianity in the Philippines (500 YOC).
